More relaxations for religious places and marriages
Mangaluru, July 03, 2021: The state government has issued new guidelines on Unlock 3.0 in the state.
While the state government has given some relaxations for religious places, weddings, funeral, travel, shops and restaurants, it has not yet decided to open education institutions. Religious places will be open only for Darshan and there will not be any Sevas. Night curfew will continue.
The revised guidelines will be for all the district except Kodagu as the positivity rate is more than 5 percent there.
Dakshina Kannada Deputy Commissioner Dr Rajendra K V said the order issued by the state government will be followed without making any modification in the district level.
Details of the new guidelines:
Guidelines for survillance! containment and caution (As per GO No. RD 158 TNR 2020, dated 03-07- 2021)
l. ln areas outside the containment Zones,, all activities will be permitted, except the following:
i. Theatres/Cinema halls and Pubs.
ii. Swimming pools permitted for competitive training purpose only strictly adhering to- COVID 19 appropriate behaviour and SOPs issued by the concerned departments.
iii. Sports complexes and stadia shall be opened only for practise purpose strictly adhering to COVID 19 appropriate protocol and spectators will not be allowed.
iv. All social/ political/ sports/ entertainment/ academic/ cultural/ religious functions/ other gatherings and large congregations.
v. Marriages/Family Functions are permitted to be conducted involving not more than 100 people and strictly adhering to COVID 19 appropriate behaviour and prevailing guidelines issued by State Government.
vi. Cremation/funerals to be allowed strictly adhering to COVID 19 appropriate with maximum of 20 people.
vii. Religious places are allowed to open only for Darshan. No sevas allowed.
viii. Public transport allowed to operate upto seating capacity.
ix. All shops, restaurants, malls, private offices, closed places to strictly enforce COVID appropriate behavior failing which action will be initiated under the Disaster Management Act, 2005.
x. All educational intuitions/tutorials/colleges remains closed until further order.
- Night Curfew will continue to be imposed from 9 pm to 5 am in the State as per the guidelines annexed as Annexure A.
- COVID Appropriate Behavior
a) BBMP and District & Local Authorities shall take all necessary measures to promote COVID-19 appropriate behaviour. Strict enforcement of wearing of face masks, hand hygiene and social distancing must be ensured.
b) Wearing of face masks is an essential preventive measure. In order to enforce this core requirement, BBMP, District Authorities and Local Authorities shall impose fine of Rs.250 in Municipal Corporation Areas
and Rs.100 in other areas for not wearing face cover as required.
c) The National Directives for COVID-19 Management shall be strictly followed throughout the State. - There shall be strict implementation of 5-fold strategy of effective management of covlD-19 as set out in the Ministry of Health and Family Welfare advisory dated 28-06-2021 until 3t-07-2021.
- Deputy Commissioners of the Districts based on their assessment of the situation and after consultation with the District-in-charge Minister, may impose additional containment measures as deemed necessary.
- Strict enforcement of the guidelines
1.Chief Commissioner BBMP/Deputy Commissioners shall strictly enforce the above measures. For the enforcement of social distancing, commissioners of Police/Depufy commissioners may, use the provisions of Section r44 of the criminal procedure code (crpc) of 1973.
2. Any person violating these measures will be liable to be proceeded against as per the provisions of Section 5l to 60 of the Disaster Management Act, 2005, besides legal action under Section 188 of the IPC, and other legal provisions as applicable.
Night Curfew:
Guidelines for night curfew
The movement of individuals shall remain strictly prohibited between 9.00 pm to 5.00 am, except for essential activities.
Patients and their attendants/persons requiring emergency need for movement shall be allowed to move.
All industries/companies which require operations at night shall be permitted to operate. Movement of employees of such organizations shall be allowed on producing valid ID card/authorization issued by their respective organisation, institution.
Employees and vehicles of Telecom and Internet Service providers shall be allowed movement on producing valid ID card issued by their respective organization/institution. Only essential staff/employees of of IT and ITeS companies lorganization shall work frorn office. Rest will work from home.
Medical, emergency and essential services including pharmacies shall be fully functional and other commercial activities are prohibited.
There shall be no restriction in movement of all types of goods through trucks, goods vehicles or any goods carriers, including empty vehicles. Home delivery of goods and operations of E-Commerce companies are allowed.
Movement of buses, trains and air travel are permitted. Movement of Public Transport, private vehicles and taxis to and from airports, bus terminals/bus stand, railway stations, etc, allowed, for facilitating allowed only on displaying valid travel documents/ tickets.
