Ensure no eligible beneficiary is left out of guarantee schemes: Ashok Kumar Kodavoor

Udupi district has completed the survey of 3.17 lakh of the 3.64 lakh registered Gruha Jyothi beneficiaries, while 47,000 households are yet to be surveyed.

Udupi, Sept. 26, 2026: Officials have been instructed to ensure that no eligible beneficiary is left out while carrying out the re-survey of beneficiaries under the State government’s guarantee schemes, said Ashok Kumar Kodavoor, chairman of the Udupi District Guarantee Schemes Implementation Committee.

He was speaking at a progress review meeting of the district-level implementation committee held at the Dr. V.S. Acharya Hall of the Zilla Panchayat on Thursday.

Kodavoor said officials should conduct proper door-to-door verification while identifying genuine beneficiaries of the Gruha Jyothi, Gruha Lakshmi and Anna Bhagya schemes and ensure that no eligible person is excluded from the benefits.

As many as 1,050 enumerators have already been identified for the verification of Gruha Lakshmi beneficiaries. He directed officials to provide training to the enumerators for carrying out the verification through a mobile application. The enumerators should collect accurate information during their house-to-house visits and ensure that no eligible beneficiary is deprived of the scheme’s benefits, he said.

Under the Anna Bhagya scheme, every ration card holder should complete e-KYC without fail, Kodavoor said. He noted that progress in e-KYC in the district was slow and that reports of server-related problems in some areas had affected the process. Department officials should take appropriate measures and achieve 100% progress, he said.

“Officials must ensure that every eligible beneficiary is covered under the guarantee schemes. The ongoing verification and survey should be carried out properly at the grassroots level, and no eligible person should be deprived of the benefits due to lack of information or procedural gaps.”

Under the Gruha Jyothi scheme, 3,64,000 people have registered in the district, and the survey of 3.17 lakh beneficiaries has already been completed. The department has already pasted identification cards on every surveyed house. Officials were directed to complete the survey of the remaining 47,000 houses at the earliest.

Regarding the Shakti scheme, Kodavoor directed KSRTC and Regional Transport officials to make adequate bus services available in rural areas so that beneficiaries can avail themselves of the scheme. He said requests and representations were being received from people in rural areas seeking the introduction or release of buses. Adequate KSRTC bus services should be arranged, as far as possible, to enable students and people in rural areas to benefit from the scheme, he said.

Under the Yuva Nidhi scheme, 5,276 candidates have registered, while ₹13.67 crore has been transferred through Direct Benefit Transfer (DBT) to 5,016 beneficiaries, Kodavoor said. As new beneficiaries are selected every year, greater publicity should be given to the Yuva Nidhi scheme, he added.

The registration process for members of Bharat Jodo Yuva Sanghas is under way in the district. Kodavoor directed officials to speed up the process and said that taluk- and hobli-level office-bearers of the guarantee schemes should work with departmental officials to facilitate the formation of committees in every gram panchayat and ward and contribute to the successful implementation of the schemes.

All concerned officials and staff in the district should work towards ensuring proper implementation of the guarantee schemes, he said. No eligible beneficiary should remain deprived of the schemes and everyone should cooperate for their successful implementation, he added.

District-level Guarantee Implementation Committee vice-chairpersons Udayakumar Shetty, Satish and Geetha Vagle; taluk-level committee chairpersons Ramesh Kanchan, Sunitha Shetty, Naveen Chandra, Mohan Poojary and Shankar Sherigar; and officials from various departments were present at the meeting.
